Mayor

Patsy Cudaback_campaign photo_colorPatsy Cudaback was elected Mayor of Monroe in November 2025 and took office on January 1, 2026. She brings more than two decades of public service and nonprofit experience to the role, including 12 years serving on the Monroe City Council (2009-2021). 

Professionally, Cudaback currently serves as Chief Operating Officer of the YMCA of Snohomish County, a position she has held since 2018. Prior to that, she served as the Executive Director of the Monroe/Sky Valley Family YMCA from 2003 to 2018. 

Mayor Cudaback holds a Juris Doctor from Seattle University and a Bachelor of Arts in Political Science and Business from Washington State University.  In the community she has volunteered as a part of Monroe Rotary, the Providence Hospital Board, the Providence Capital Campaign Committee, the Everett Community College Foundation Board, and Miracle League. 

As Mayor, Cudaback is focused on promoting a safe, connected, and vibrant Monroe. Her priorities include maintaining strong public safety services, addressing traffic challenges, enhancing parks and public spaces, expanding housing options, supporting local economic development, and fostering positive discourse among residents, partners, and regional agencies. Patsy believes that effective local governance begins with listening and bringing people together to serve the community. 

In her free time, Mayor Cudaback enjoys hiking, traveling, and reading.

Duties

The City of Monroe has a strong Mayor/Council form of government. The mayor is elected by the citizens and serves a four-year term as the chief executive officer (CEO) responsible for managing the city. The Mayor in a strong-mayor form of government does not vote on matters brought to the City Council.
