Trails Master Plan

Overview

The Monroe Parks and Recreation Department created the City’s first Trails Master Plan. The new plan establishes a framework for improving, growing, and maintaining Monroe’s network of trails over the next two decades. The Trails Master Plan will help guide City decision-making, set priorities, and direct the use of resources so that Monroe has a great trails system for all to enjoy. The final version of the Trails Master Plan was reviewed by Planning Commission as part of the 2025 Comprehensive Plan update. City Council adopted the Trails Master Plan at the December 10, 2025 City Council meeting. View the final adopted plan here.

Project Budget

The City budgeted $275,000 to develop the first Trails Master Plan. The need for the Trails Master Plan was first identified in the 2022 Parks, Recreation & Open Space Plan (PROS Plan). Following the adoption of the PROS Plan, the City incorporated the project into the 6-year Capital Facilities Plan and funded the project in 2022.
