The goal of the Permit Center is to assist the public by providing an efficient and stream-lined process as well as prompt and courteous service. Permit staff is responsible for maintaining and updating information in order to assist citizens in understanding and applying the permitting regulations provided by the Monroe Municipal Code.

Development Review Services

(Permitting for Planning, Building, and Engineering)

The permitting department will be open for in-person customer service and remotely on the days listed below.  Although electronic permit application submittals are the preferred route, the city will be providing citizens the opportunity for in-person meetings to assist them. Monday, Tuesday, Thursday, Friday: 8 a.m. 5 p.m. Closed 12 – 1 p.m. for lunch.
Wednesday: 8 a.m. - 12 p.m.

Starting Monday, March 23 building, public works/engineering, land use, and fire permit applications will be accepted online. Learn more on our Online Permits webpage.

Building codes in effect

Effective March 15, 2024, Washington state cities and counties will implement the 2021 editions of Washington State Building Codes. Until this new effective date, complete permit applications will be reviewed under the 2018 State Building Codes. Starting March 15, 2024, completed building permit applications will be reviewed in compliance with the 2021 codes.

Washington State Building Codes include:  

  • International Building Code
  • International Residential Code
  • International Mechanical Code (and associated codes)
  • International Fire Code
  • Uniform Plumbing Code
  • Washington State Energy Code
