Neighborhood Traffic Calming Program
The City of Monroe’s Traffic Calming Program is designed to assist residents and city staff in responding to neighborhood traffic issues related to speeding, cut-through traffic, and safety. Traffic calming is aimed at improving roadway safety by reducing vehicle speeds. Our Program allows local traffic concerns to be addressed consistently, and traffic calming measures to be efficiently planned, designed, and implement to change driver behavior.
Traffic Calming Policy & Guidebook
Monroe’s Traffic Calming Policy & Guidebook was first approved in 2021 and updated in 2024. The Guidebook gives the City’s engineering staff a discretionary framework to evaluate and implement traffic calming measures such as education, enforcement, speed radar signs, road/curb markings and speed signs. The Policy provides for additional evaluation criteria and street eligibility requirements.

How to request neighborhood traffic calming
We recognize that there are many needs for traffic calming in Monroe. Thanks for your understanding that the interpretation and implementation of our Traffic Policy Program is at the discretion of city staff. Program funding is limited.
If you would like to learn more about how a program could work in your neighborhood, please submit a request through Monroe Listens, our online service request portal.
2023 Study
To update our policy and guidebook, the City hired a transportation consultant who collected traffic data, identified areas that would benefit from traffic calming enhancements, coordinated a community survey, and recommended updates. The community survey reflected strong support to address intersection/crossing safety, pedestrian/bike safety, speed, and cut-through traffic. (View survey results)
A significant part of the Traffic Calming Study conducted in 2023 was the collection of traffic speed data for the City of Monroe. Results are reflected in the map.
The areas with the most significant speed issues (>15 mph) are around the perimeter of the City (Roosevelt, 177th, 179th) are not located within the City of Monroe, and outside of our jurisdiction. The areas within the City that have the most significant speed issues are the section of 179th Ave north of 522, the section of 154th St west of 522 and Currie Road SE.
