Community Human Services Advisory Board
Monroe’s Community Human Services Advisory Board (CHSAB) advises the Mayor and City Council on programs and policies to persons experiencing homelessness, at risk of becoming homeless, living in poverty, adversely affected by crisis, and those in marginalized communities. The Board is made up of seven voting members who have been appointed to their positions by the Mayor and Council to serve four years.
The CHSAB was established in 2020 following the collaborative work of community members serving as the Homelessness Policy Advisory Committee (HPAC) to address homelessness issues impacting Monroe. One of HPAC’s recommendations was to create a long-standing advisory board to continue addressing homelessness and other issues such as emergency shelters, mental health/crisis response, public education, and community partnerships.
The seven-member board is comprised of community members who live, work, and serve the Monroe community. The Mayor, City Administrator, Chief of Police, and Human Services Coordinator serve as ex-officio members.
The CHSAB focuses on:
- Advocating in partnership with elected City officials for change at the local, county and state level to improve lives of Monroe residents.
- Coordinating information among local residents and partners to seek thoughtful, effective, and lasting solutions.
- Providing nonbinding advice and recommendations to the Mayor and City Council in the development, monitoring, implementation, and review of the City’s human services programs, policies, and budget.

Meetings
The Community Human Services Advisory Board regularly meets on the first Wednesday each month from 6 - 8 p.m. Meetings are held in hybrid format: in-person in the Parks and Public Works Building Conference Room adjacent to City Hall, 769 Village Way and virtually via Zoom meeting platform.
