Significant changes were made to the Local Project Review Act through Chapter 338, Laws of 2023 (SB 5290). These updates aim to consolidate, streamline, and enhance local permit review processes, improving outcomes for applicants, customers, planners, builders, and designers. Most amendments took effect in the summer of 2023, except for new permit time period requirements, which will be implemented on January 1, 2025 (RCW 36.70B.080).

Starting in 2025, certain jurisdictions must submit annual permitting performance reports to Commerce, specifically regarding housing permit timelines. This requirement applies to Clark, King, Kitsap, Pierce, Snohomish, Thurston, and Whatcom counties, as well as cities within these counties with populations of 20,000 or more. This includes the City of Monroe. 

Annual reports are due to commerce by March 1st. Commerce will analyze the data and publish a report on its website by July 1st.
